Financial Resources Wintercare - The WinterCare program is sponsored by utility and gas companies across Kentucky. Grants and credits can be issued to qualified families that need help. The program was created to assist those in need with paying their heating bills during the winter months.Community Action - Community Action Council prevents, reduces and eliminates poverty for individuals, families and communities through direct services and advocacy.LIHEAP - The Low Income Home Energy Assistance Program (LIHEAP) helps keep families safe and healthy through initiatives that assist families with energy costs.
